My Jilly could do the same thing until I got her a harness that properly fit her body and took pains to properly place it on her, never latching it too loosely, which with a wiggly dog can be easy to do.

Kristin is soooooo right. The harness just must fit and be properly placed, adjusted and fastened on the dog for them to be safe. I've seen several tiny and small dogs in ill-fitting or improperly adjusted harnesses! Disasters waiting to happen!
