you in the UK op? many breeders here don't actually use breeding endorsements etc- something i've only noticed recently... and it tends to be the older one who don't use them.
it could well be his age playing a part as well. since he hasn't mated yet, could be his instinct hasn't kicked in when with her yet.
what tests have you had done? i only ask because not a single person in the breed can recommend to me any health Test they see as necessary before breeding here... only been told to check history for the likes of PRA and have an LP check... but that does mean knowing the lines etc. and i have to agree with lovetodream88 about the quality of breeder- to sell a pup as mini proves they don't know much about the breed (a lot of people think they are sized like poodles when there is actually only the one size classification).
