Just to answer your question, some males take a while to get to know the female before they are comfortable. It could also be the wrong time for the female if the owner isnt experienced and know for a fact that the female is ovulating. Your male sounds perfectly normal in his response. Sometimes it takes several efforts before they tie. I do agree that you need to find someone local to you who can guide you in breeding. There are other questions that you will need to ask if you succeed in mating the two.
