From what I know, the purpose of a belly band is to catch accidents. I don't think belly bands are meant to be used as a way to housebreak. That being said, some dogs don't like the feel of a belly band so they won't go unless they're not wearing it. But not all dogs care. I could be wrong...maybe someone will have a better answer for you.
When my boy started marking, I limited the area of the house he was allowed to roam & kept a close eye on him so I could catch him before he marked. I also took him on frequent walks on unfamiliar streets. That way, he was able to sniff new smells & mark to his heart's content. Have you tried re-crate training? If both of your boys are marking, crate training might help.
