Don't worry too much...

He or she is very young and losing its teeth. Dry food is the best option, but at this stage it hurts a bit because of the losing teeth, so wet it a bit even if it is with water and it will help.

Don't let him eat the cat food, as someone else mentioned, it may get your puppy sick.

If wetting the kibbles does not work, take him to the vet for a check up as it may be something else and you don't want to wait until the last minute to figure that out.

Lastly, be aware of him eating other stuff around the house!!!
