Default Any Advice on what/what not to use for a fence??

I have a cement slab leading to my back door that is somewhere around a 10 x 20 foot space. I am planning on building a small fence this fall, with a gate on it...primarily so I can let my boys out my back to potty in the winter, without having to put them on a leash, or chain...they will still be supervised outside at all times though...as I am too paranoid to leave them out alone. Right now, they get walked to go potty.

I live on a corner, so i can't put up a tall fence, but I am thinking something about 2.5 to 3 feet high...basically just something to keep the boys in....like an exercise pen....but I want it to be a little more sturdy, more permanent and bigger. But I'd also like to be able to disassemble it when I move(I rent)...or move it to the grass in the summer.

Does anyone have any recommendations of what to use...or what not to use for materials?? My primary concern is keeping my boys safe..so I don't want to use anything that's dangerous. I am thinking I am going to line the fence edges with boards so they can't cut themselves, but I am not sure what I am going to use for the fencing part of it. It's also important that it doesn't look junky or thrown together. I don't want to tick off the neighbors.

I am also thinking, if I can build a little fenced in area, I may be able to foster on occasion...
