I would check to see if he needs to change his food to a hypoallergenic one. I had to give my poodle venison based food to get her skin healed up. Now fleas are out there. If you have a flea comb check to see if there are fleas. Dogs have allergies to fleas. Those the two biggies for itching. I would keep him out of the grass. That could be the problem. I had to find a dog dermatologist and that helped with my poodle. Oh perhaps the flea meds aren't working. My friend's dog had that problem. But you have to wait a month before applying new stuff. Some flea stuff just doesn't work.
