My Yorkie had this on her two front legs right at the knee part in the front. I kept seeing her lick and chew at it and when I took a look it was red and scabby. I assumed it was just very dry skin from the cold weather and I put some anti itch and healing cream on it at night and then wraped her legs up in gauze and put her to bed. The next day I unwrapped her legs and the redness was gone. I baught some spray from petsmart that your suppose to put on irretated areas where they won't stop chewing because they hate the taste. In a few days her knees were all cleared up. Now I moisturize my girls tummy's, knees, and paws after baths and a few times a week so they don't dry out and I haven't seen anything like that on them since.
