I think your reason for avoiding other dogs are legit.. Especially for the vaccines. Just tell the other owner that Simba's not done with his shots and you want to wait till it's done. I ran into similar situations before and if they're far away enough, I'd just smile and say hi and keep on walking. If not, I'd pull Magnus back and say he's been sick so I don't want him getting another dog sick.
