Maybe purchase one of those wee-wee-pad housebreaking sprays (a family member gave me one by Four Paws although I haven't tried it); you spray it on the wee-wee pad. It smells pretty bad to be honest (not why I haven't used it though) so maybe she won't want to eat it anymore and maybe the product will even help with the housebreaking itself?
If you spray the pad with something repellant, you can be sure she won't want to do anything on it (not eat, nor number 1 or 2). That said, you should be patient and firm when she rips and eat the pads instead.

She'll stop after she sees you really don't like her doing that! I have a six month old male and he used to rip them just for fun, he stopped a few weeks ago.

Good luck.
