When using a carseat the pup needs to wear a choke free harness, like a Buddy Belt. Both of my babys wear these, good thing too. Skittles decided that he wanted to go see someone when he was supposed to be in the stroller, they are always tethered there as well. He bailed out of the stroller and just hung there on the tether. He wasnt choking and he couldnt touch the ground. I stopped and just let him be there for a couple of seconds. He does NOT jump out of the stroller anymore. It didnt get him what he wanted.
I keep the carseat tether very short, pup should be able to sit and lay down and that is it, so noone can get tangled in it and if they bail out I let them stay where they are until I can pull off of the road safely. I wouldnt do this with just any harness. The only "choke free" that I have found is the Buddy Belt. Mina nolonger just jumps out of her carseat because she has figured out that it is more uncomfortable to be stuck standing by the carseat than to just stay put.
None of my dogs ride in my lap because it is NOT safe,in any way. If you slam the brakes on they can be thrown in the floor next to your feet. You are distracted and therefore more likely to have a wreck. If your airbag deploys your baby will be crushed to death between your body and the bag. I am not willing to live with that vision in my head therefore my dogs WILL ride in the backseat, just like my kids did, where they are safe.
