Poor boy! Sounds more like bug bites of some kind. Poison ivy would spread fast with scratching and licking and produce much more than a couple of bumps.

Although they are on flea preventatives, could still be fleas. Check their coats and skin closely.

I would check in with the vet. When Teddy had a spider bite, he was given a topical spray to reduce the itching and swelling. Our doctor said we could use it on some other bug bites that he got later. Worked very well to end the itchiness. I'm not sure if there is anything over the counter that is safe to use on pets. When I tried organic coconut oil on Teddy's bites, it didn't do much.
