I, personally, would never touch anyone's dog without asking first. I even advise my children to do that.

I think everybody should want to know whether the pup (even a small, young one) is approachable or, for some reason, is not.

When people would come at Lucy as a pup, I'd just swaddle her in my arms so that if anyone got too close they'd be rubbing my boob! Kept everybody at bay.

And NO ONE should touch your purse. I had Lucy in a stroller recently and she was happy as a clam until a woman walked up and, without asking, tried to unzip the mesh lining. Lucy jumped at her. No harm but a little scare. IMHO, the lady got what she deserved.
