Oh so sorry to here Bella is having this problem. I don't have any canine expertise in this area but wondered if she is being evaluated by a specialist vet such as neurology or ortho board certified?
Hope you can get this worked out. Sorry i cant be of more help other than prayers and support. Others here may have had experience with this.
