I would definitely take her somewhere, esp if she's prego. Her puppies probably won't have a snowballs chance if you don't.
I am guessing your husband probably doesn't want to upset the neighbors, but if she's not confined to her yard, she could have ran away or easily been picked up anyways.

Poor little thing, and how great it is she has someone looking out for her!! I agree, sounds like she's better off trying to get her into rescue than where she's at currently. Does your community leave leash laws? Depending on your local shelter, you could call and have her picked up for running loose and have a rescue lined up to take her if she's not claimed when her 5 day holding period is up.
