Sad Baby has scabby irritation down by her "you know what."

Hey All,

We went to the vet a little over a week ago and the vet noticed a little irritation (slightly scabby) down by her little "woo." It looks likes she keeps licking it, and the little scabs are from the rough areas on her tongue. Now, the vet told me not to worry about it b/c that's normal in pups, but now it looks like the scabs are getting darker. I put antibiotic ointment on last night (I checked my first aid book first to see if it was okay to put on Yorkies), and now it looks worse than before. Is it the calm before the storm? Could it actually look worse before it gets better? Did anyone else ever have to deal with this irritation? Should I go back to the vet? Could it be allergies? (I think she has them b/c she's always rubbing her eyes.) Well, thanks in advance. I added some pics for you to look at. I circled the red areas. Hope no one minds these types of pics.
