I think the crate is a great idea. I know you know how to crate train a dog because Pita is crate trained. Not all dogs take to the crate really quickly. Give him lot so reward and praises and I'm sure he will get it sooner or later.
It sound like the chi is coming along quite nicely. Glad to hear he is not submissive peeing as much as he used to. I'm sure he will slowly adjust to the public as well.
Honestly, I think your daughter is doing a good job. I might just be the matter of a little more patience and time. Some small dog just takes a little bit longer to get use to thing.
