I would continue searching. Granted the person sounds nice and is a member of the YTCA, it is still not good for the pup to have had 2 sets of vaccines at 9 weeks not to mention going to a new home early. Vaccines should not be started til 8 weeks and should receive a second set before going to their new homes. I like for new owners to meet me at my vets office when they go in for their 2nd set that way any questions or concerns they have they can ask the vet directly. To me having the new owners there is better than getting a piece of paper saying the pup is healthy. I know that not everyone can do that but for me if they are able to be there it is better for all concerned.
