I agree you should have something special at the hotel for any out of town guests that are staying at one.

I went to the dollar store and both gift bags in the color of my wedding. I bought large bags of candy and then divided them up into small clear bags tied with pretty ribbons. At Costo I bought a big box of small bags of chips and pretzels and added those to the gift bags with a few bottles of water and a note thanking them for coming to the wedding. I also included a local map with directions to the church and reception and a list of important phone numbers. This was given to the guests when they checked in, this did not cost much but it made a nice impression and people said the map was very helpful

For the reception gifts. I bought candy molds and my bridesmaids helped me make the chocolate candy a few weeks before the wedding, since my wedding was inside in August melting was not a problem. You could do so many things like pretty packets of blue bell seeds, or lavender seeds in a tiny tin pail. you could make a copy of your engagement photo and glue it on the tin and tie a ribbon on it. you could buy small herb pots and buy material and cut squares with pinking shears and tie it with a piece of raffia.
