He is doing exactly what he was bred to do, here is a little history lesson for ya:
Yorkshire Terriers were breed by Scottish immigrant clothing mill workers in the Victorian era in Yorkshire, England. They were bred to hunt rodents within the clothing mill, they were bred to a petite size in order to get to rodents in hard to reach areas. The Yorkie's silky hair led to the breed becoming a high class society dog as the beautiful hair was coveted by high society ladies, and soon they became companion dogs. Even though their career in rodent hunting was short lived, they still have those instincts to this day.
That's why Charlie was going crazy, he was doing what his instincts were telling him. He deserves a big round of applause and praise for doing a job well done!
