After you've cleaned the area, you need to treat it with something like Nature's Miracle. You could also try a "no mark" spray on the area.

There are multiple vendors here who make the washable pads.

Washable and reusable dog and puppy pee pads, belly bands, and diapers by T. Bumpkins & Co.
