To me, yes it is a red flag for 2 reasons.
The first is the 9 week thing. A great breeder doesn't care if you want the puppy early. They are going to do what's right for the pup. That means maximum socialization time with mom.
The second is the idea of 3 series of shots by 12 weeks. I believe in holding off on immunizations in small dogs until at least 8 weeks and then following Dr Dood's protocol. Others will disagree that they need to wait, but it's at least something to look in to.
