It does seem like it might could injure one or the other of the dogs and probably it can spin to the side or get caught on the top of the female's rump and get displaced. I'd hate to risk it. Besides, it seems almost cruel to have a male with a female in heat with only the stud stopper to prevent mating and them running around crazy wanting to mate. Either separate them entirely during heat or neuter the dogs if there are no medical reasons not to do so.
