My grandma IS this woman. Haha, but she does have the nicest lawn on the block. She even has a little sign that says stay off the lawn. I've never seen her be rude to anyone though, I wouldn't doubt it that she was in the past so much so that when there most people walk their dogs on the opposite side of the street, I've never even thought of bringing Draco while visiting her.
And outside my grandmother I've never encountered a person like this.
