Carrageenan comes from Irish Moss seaweed. It's a polysaccharide like starch, except it has sulfate groups attached to it. It is not broken down or digested by the body. I could imagine some people and animals being allergic to it because it is an unusual molecule, but it passes through most people without harm. It's considered a natural ingredient and is allowed in organic food because it comes from seaweed. BUT, just because a product is natural or organic doesn't mean that it is 100% safe for everyone.
