It may just be the puppy coat. But it will still mat when she's older.
I use Wampum Miracle Coat spray - which is fabulous on mats. Also, I purchased a round tipped, curved 5" groomer scissor. I simply clip out the really bad mats.
Lucy mats under her legs. My daughter holds her still and I cut out the mats under the legs very easily.
