Do you keep her in a cage when you are at work? I would probably skip the diaper and just use old towels to throw around. She shouldn't get too messy. Just use the panties while you are home. Mine won't walk if I put pants on them either, it's just the stubborn baby in them. I have two who won't jump up on the couch if I am sitting there. They stand at my feet and make this tiny crying noise. If I'm not there, they jump right up. Robyn won't come off my bed, even though there is a chair she can climb down. She will stand there crying forever and falls flat as soon as I walk in with that most pitiful look
It's just personality.
