When a vet/shelter scans a pet, the scanner shows which brand of chip is implanted, so they know which site to look up the owner info. My daughter volunteered at our local humane society in high school and they routinely scanned strays & looked up owner info if they were chipped. I don't think a shelter would look at various independent registration sites.
