This may not be the problem but I have recently discovered a few of our Yorkies are allergic to potatoes including sweet potatoes. When we eliminated them from their diet the scratching & toe licking stopped. I would never have guessed that was the case except that in talking to a person who worked in a pet food store and he mentioned that among other things his dog was allergic to potatoes.
