Right now you are dealing with a baby. He has not yet developed the ability to hold back urine and stool. Usually sometime after the 16th week that starts to happen. With small breed dogs it can take a little longer than with larger pups. They have such small bladders.

It takes a lot of repetition to teach a little pup what is expected. Just because they do it right a few times does not mean they have it all figured out. It will take several months of of constant training to get him to be consistent with his potty habits. Even if he seems to be doing well do not let off on your training. Many pups have relapses in their training when an owner slacks off.
