Default How do you get your yorkie to bark to go outside?

Our potty training with my now 18 week old Cookie has had its ups and downs. The previous two days she only had one accident total, but today four! We generally take her out right when she wakes up from any kind of sleep, immediately after eating/drinking, then 15 minutes later again if she hasn't gone, and every 30 minutes or so when she is up. For the most part she is pretty quick about peeing and pooping when I give her the command "Go Pee" outside (and then HUGE praise when she does), but we're the ones initiating everything. The only exception is when she has to go out while laying in her bed in her cage at night, in which case she whines to go out. She has never initiated a trip out otherwise, other than indirectly by circling or actually going.

Is there any next step I have to take with her training to get her to start whining when she wants to pee/poop when outside of the cage? Or is it just something that happens on its own after months of praise when going outside and immediate trips into the back yard when she does it inside?
