I use my machine with the longest stitch length setting to run 2 rows spaced about 1/4 inch apart to do my gathering. Then I gather towards the center from both ends towards the middle until the skirt width matches the top width. I attach the two with another row of stitches set to a normal stitch length and then remove my gathering threads from the skirt.

Ditto exactly how I do it too.
