What a beautiful, Bailey. When they are so young, they need to be taken to the pads right after meals, after naps, after playtime. Give the "potty" command and wait until they go....it may take some time to understand what you expect of her. Another thing to do is, if you are not able to watch her all the time, confine her with her pad to a small area or x-pen.
Please make sure she has food in front of her at all times or at least feed 4 times a day. She is so very young and at risk for hypoglycemia.
