The 3 year and the 1 year vaccine are identical. Same strength, same dosage, same vial. I was floored when I found that out. I even had one vet tell me that the 1 year boosters were required in our county. Some easy research told me that the 3 year was allowed (we switched vets after that).

They still need to have the 1st booster at about 16 months, but then if you ask for the 3 year certificate, they won't need it again for 3 years.
