I have heard of fleas becoming immune to Frontline, so you will likely have to find another preventative.

For your immediate problem, I suggest a really soapy bath, start lathering around the neck so fleas won't go up and hide in the ears. Leave the soap/shampoo on for 5 min. and rinse thoroughly. One thing that works fast and great is Capstar (pill from vet), but it only kills live fleas on him now, and nothing for future.

When Frontline became ineffective on my dogs, and I got tired of the residue of spot treatments, I switched to Comfortis pill. Luckily I haven't had to use anything for almost 2 years.
