I am so sorry you are going through this it can be so frustrating. It maybe that your brothers house was infested with fleas and the bombs did not kill the eggs and that is what hatched and ended up on Romeo.
I would wash all bedding vacuum the car. I would also call the vet and ask what he suggests. Also I would be concerned for tape worm bc fleas carry tape worm
