Yes! We have the same guess that he probably needs to go outside when he cries at night, but sometimes he would use the pee pee pad first and then cry (ask us to clean up :P)
Yesterday, I put up the food around 8:15, but left the water down. And I put down the food around 10:30 before we sleep (I was afraid of the low blood sugar thing). And he ate like I have been starving him. Should I do this, put down the food again before bed? Or he should be okay without food from 8pm to 7am? How about water?

He should do fine without either. If you want to be successful and have a well trained pup I would strongly suggest not doing this. By putting food down for him that late you only asking for trouble. You are pretty much guaranteeing him having accident in the night. Which can and probably will be an issue later in his life if you don't put a stop to it now. In order to have a well trained pup you need to give him the proper tools to be successful. Feeding him right before bed is a disaster waiting to happen.
I would also suggest that unless you want him to potty in your home that you get up with him and take him out to potty when he wakes up during the night. I know it hard and it wont be something you will need to do forever only until he gets bigger and can hold it until the am. I've heard of some people even setting an alarm so they can get up and take their pup out. Could be something for you to consider.
