An animal control officer saw Capalucci the day before with the dogs pulling the shopping cart, but not whipping them, and they warned him not to do it again.

The heartless part was him whipping the dogs and doing it in the weather that he was doing it, though we have pulled at 95 degree heat with 99% humidity.
It's not a problem when done right, and no, he was not doing it right especially when the dogs were falling over in heat exhaustion.
And if Patterdales can pull a cart, JRTs can pull a cart. Heck, my dogs would be pulling a cart if it didn't cost so much for a custom harness for a dog as small as Pixie and Sabre.
