I had the same problem with Tatiana's puppy hair. I ended up trimming it with a scissors to keep it manageable. I know you probably don't want to do this but it would help to take off the ends that twist and tangle. Tatiana's hair is growing beautifully now and she will be 7 months in a couple of days. It doesn't matte very much and her coat is silky. When she was younger, I thought she was going to have a cotton coat because it was so curly and matted terribly. Her puppy coat is pretty much gone and now looking beautiful!
