Depending on the thickness of the ear yes it is normal for their ears to be erect and than to fall again. Especially as they get more and thicker hair on the ear also. Its best to keep them trimmed or better yet shaved until they are about 6-7 months old and than sometime will still need periodic rimming in order for them to remain standing.

If you do it yourself you must be very careful not to cut the ear. Use your fingers as a guide to the edge of the ear and a guideline for cutting the hair. If you cant shave them than just use scissors to take some of the thickness off of the backs of the ears.
