I recently reported what I think is a puppy mill in Texas also(must be something in the water). I first called the Humane Society who then directed me to the local police who got in touch with the county's animal control. It took 2 weeks for the Humane Society to get in touch with me
so I would contact animal control and bypass the middle man to get things rolling and this place shut down if they are abusing/neglecting any animals.
