The Animal Control locally could probably help. If you suspect you know of a mill, I'm sure they could tell you how to report a complaint and request an investigation of the business or home where you suspect or know dogs are being abused/neglected. If the dogs are very bad off, please call now and tell them of the urgent nature of the dogs' plight, what you've seen, etc., and make it clear lives are in the balance, no time to lose.
