I can't help with the itchy, but with regard to the behavior at mealtime - that's totally normal for a Yorkie. All of ours are actually Yorkie mixes, but all three of them do exactly what you are describing. I don't know how many times they move their paw over the kibble but they do the exact same thing.
I think the vast majority of Yorkies eat playfully...and not "face in bowl" like larger breeds.
