Has she been checked out @ vet, a full panel blood test & BAT (Bile Acid Test). I would get this done to rule out any liver issues/ problems of why she's not eating well. How's her stool? Any head pressing or circling?
Maybe she just has a tiny stomach since she's so little. Does she get walkies? I noticed when they don't get much exercise, they don't really have a hearty appetite. Canned food is fine to give (it's better than kibble), you might find that it causes more plaque tho, so I'd brush her teeth everyday.
BTW, @ 4 months, she might be teething. I've noticed that they don't really chew on the kibble, so moistening it would be better for them.
