Yes to this. While we associate the licking and the mounting as purely sexual acts, it doesn't translate that way in dog talk. It can be dominance or just how your pup likes to play. It may seem silly or odd to us, but to them it's normal. I remember someone telling me butt sniffing is a pup's FB. They get more info from a sniff than anything else. I would do the above and even go a step further as to remove the offender from the room if he doesn't listen. Don't ban him, just remove him from the room. If he goes straight for her again, remove him. If he plays nice, he can stay. I personally avoid treats for behavior correction now because that's too much food in such little bodies. A treat for trick training, a treat for obedience, a treat for potty. Etc. I save treats now for new/complicated tricks/behaviors and use toys and activities as rewards. That's my opinion anyway.
