Default Do you let your puppy play with big/medium dogs?

Bentley has been going out for walks for the first time these past couple of days. Sadly, the dogs we've been running into are agressive towards him, even the medium sized ones. Bentley is only 16 weeks old and 3.6lbs, maybe he looks like a toy to them?

Most dogs have been on leash, two german shephards have barked at him (I have to find out at the office if they are even allowed in the community), two chihuahua mixes trying to get close to him and it didnt look friendly at all. After those experiences I started picking him up everytime a dog approaches him. It makes me really sad because I was looking forward to socialize him

We were walking this morning and a huge black dog was coming our way (on leash) and I pick Bentley up because I dont want an accident and lose my baby boy because of a bite that takes 1 second to happen! My neighbor looked at me weird and said "Uhmm he's friendly". I just kept going with Bentley in my arms. I don't want my neighbors believing I think Bentley is too good to play with them, and dont want to make Bentley afraid. But should I let my puppy play with a huge big dog just because the owner says he's "friendly"?.

I don't understand why owners just let their dogs be agressive and bark at other dogs? There's also a poodle that acts like a maniac and wants to attack me and my puppy and is NEVER on leash! My neighbor has to grab him quickly so he doesnt come to us >:-[ I have to watch for this dog everytime I go out of my apt because he lives on the same floor.

Then this lady comes with this chihuahua, says he likes to play, I let Bentley close and all of a sudden the chihuahua starts barking at him! And scares him

At night, a small sausage dog came, the owner said he was friendly so I got on the floor with Bentley on my arms and since he seemed calm I let Bentley close. But Bentley was terrified of this small dog almost the same size as he was. I am afraid all these bad experiences are making him afraid. The sausage dog was just sniffing and curious

I am starting to think I should not let any dog approach Bentley, even if the seem friendly, and my neighbors think I am crazy

(I live in a big community with a huge lake with fountains and a big park and dog area so it's no surprise almost everyone there has a dog)
