My guys didn't like it @ first either...as soon as I put shirts on them, they sat or stood there like a statue loll. I put clothes on them when it was chilly outside for their walks & as soon as I grabbed their harness, they 4got they were wearing clothes. Maybe you can redirect her attention to something she likes, like her fav treat or toy, or even going outside to play.
