Try breaking the cheerios into smaller pieces. I did that with Barney when he was little and it worked. A word to the wise, I used food for rewards and now I have a terrible time getting Barney to eat his dog food. He thinks he should get cheerios, cheese, etc. instead of kibble. It's made dinner time difficult. I now use heavy praise clapping, high pitched "good job!" for praise. He responds pretty well to that. His favorite reward for a job well done is his ball.
