CBS Baltimore is the news station reporting the story. The family is suing the authorities/police/jail/city for arresting the woman and not sending her to a hospital for proper care.
I agree with you that the guilt and anguish over the death of her dog probably hastened her death.
I am very sorry for your loss of your whippet in tragic circumstances.
