I did this with Pixie and it worked great! I got an expen and elongated it. put her bed at one end and food in the middle and pee pad where the gate opend.
I would take her out to play and about 1/2 hr I would pet her in her pen and tell her to go pee pee if she did I would praise her and open the gate and let her out. I would always leave the gate open when she was playing outside the pen in case she decided to run in and use her pen.

Now if she did not pee I would not open the door until she did and I would wait for her to use it and eventually she would I would say yeah good girl you went pee pee and I would let her out.

It wasn't long bf she realized what she was supposed to do.
